From fists to fingerprints — the mechanism keeps changing.
Every group of humans larger than a family has needed a way to settle 'who decides.' The mechanisms have cycled from physical dominance to oracles to ballots to cryptography. The regimes those mechanisms produce are what the Mandate timeline tracks. This one tracks the mechanism itself — and how long each version lasted before the next one replaced it.
For most of human history, collective decisions were made by whoever was physically strongest, oldest, or most closely related to whoever came before. Shamans mediated disputes between individuals; elder councils settled disputes between families; warlords settled disputes between tribes. None of it was written down. All of it was revocable at the point of a spear.
Once settlements grew beyond the reach of kinship networks, authority moved to whoever claimed a direct line to the gods. Pharaohs were gods. Chinese emperors ruled by the Mandate of Heaven, revocable if the crops failed. Oracles at Delphi issued ambiguous decrees that kings obeyed. The consensus mechanism was revelation, mediated by a priestly class — and the mechanism's core feature was that it could not be argued with.
For a thousand years across the Mediterranean, a radical experiment ran: the citizens themselves decided, by vote, in person, in public. Athens invented demokratia in 508 BC. Rome ran a republic from 509 BC with elected consuls and a formal senate. Both collapsed — Athens to Macedon, Rome to its own emperors — and the experiment was shelved. Europe then spent the next 1,300 years pretending it had never happened.
With Rome's collapse, the consensus mechanism in Europe fractured into two overlapping systems. Kings inherited power through bloodline. The Church ratified kings through coronation, and resolved doctrinal disputes through ecumenical councils of bishops. Between kings and kings, the feudal oath of fealty was the binding contract: personal, hierarchical, revocable only by death or excommunication. The first cracks in this system — Magna Carta, the Icelandic Althing, early parliaments — showed up as early as the 10th century but wouldn't compound into anything systemic for another 500 years.
In roughly two centuries, European philosophers worked out a new account of where authority came from. Hobbes said the sovereign's power was granted by a tacit contract individuals signed to escape the war of all against all. Locke said the contract was conditional and revocable, and that the governed retained the right to dissolve any government that broke its terms. Rousseau said legitimate authority was the general will of the people themselves, not any individual monarch. Each argument sharpened the previous one. By 1789 the conclusions had been put on parchment and fired out of muskets on two continents.
The constitutional frameworks of the 18th century initially granted the vote to a tiny slice — property-owning white men. Over the next 150 years, eligibility widened in staggered pushes: working-class men, non-white men, women, colonized peoples, and finally — in the U.S. — Black Southerners whose constitutional voting rights had been nullified for a century. The mechanism became 'one person, one vote, counted honestly.' Polling, mass media, and party systems all emerged to service that mechanism. By 1990 it was the default worldwide claim, even where the reality fell short.
In 2009, Bitcoin proved that thousands of computers that did not trust each other could agree on a shared ledger without any central authority. The mechanism was cryptographic — proof-of-work consensus — and it worked. Since then, DAOs (decentralized autonomous organizations), quadratic voting, liquid democracy, token-weighted governance, and AI-mediated deliberation have each proposed new consensus mechanisms. Most will fail. One or two will compound. The period between 'mass democracy is the only option' and 'mass democracy is one option among several' is being measured in years, not centuries.
