Chinese emperors ruled by the Mandate of Heaven, revocable if the crops failed. Oracles at Delphi issued ambiguous decrees that kings obeyed. The consensus mechanism was revelation, mediated by a priestly class — and the mechanism's core feature was that it could not be argued with.

Narmer unifies Egypt as a living god

Narmer, sometimes identified with Menes, unified Upper and Lower Egypt around 3100 BC and founded the First Dynasty. The Narmer Palette — discovered at Hierakonpolis in 1898 — shows him wearing both crowns. He ruled not as a man appointed by gods but as a god himself, the incarnation of Horus. The mechanism: pharaoh's decisions were definitionally correct because pharaoh was divine. The model held for roughly 3,000 years, across 30 dynasties, until the Roman conquest in 30 BC.

Zhou dynasty introduces the Mandate of Heaven

When the Zhou overthrew the Shang around 1046 BC, they justified the regime change with a new doctrine: Heaven granted the right to rule, but conditionally. A dynasty that ruled justly kept the Mandate. A dynasty that ruled badly — whose people suffered floods, famines, rebellions — had visibly lost it, and replacing it was therefore legitimate. It was the first consensus mechanism that had a built-in override: rebellion was proof of Heaven's verdict.

Delphic Oracle becomes pan-Hellenic arbiter

The Oracle at Delphi — the Pythia, a priestess of Apollo speaking in hexameter riddles from a trance state — emerged around the 8th century BC as the consensus authority of the Greek world. Kings, city-states, and colonists consulted her before founding cities, starting wars, or enacting laws. Her answers were famously ambiguous ('a great empire will fall' — whose?), which meant the mechanism was self-correcting: whatever happened, the Oracle was right. Greek cities that ignored her advice were shunned.

Draco's laws written and posted in Athens

Before Draco, Athenian law was oral and interpreted by aristocratic judges. Around 621 BC, Draco produced Athens' first written legal code and had it posted publicly. The laws were notoriously severe — most offenses punished by death — but the innovation was the act of writing them down. Once law was text, it could be cited, challenged, and amended rather than re-improvised by each generation of aristocrats. Draco's code was replaced within a generation by Solon's, but its effect stuck: Athens had set itself up to argue about rules instead of obey decrees.
