For most of human history, collective decisions were made by whoever was physically strongest, oldest, or most closely related to whoever came before. Shamans mediated disputes between individuals; elder councils settled disputes between families; warlords settled disputes between tribes. None of it was written down. All of it was revocable at the point of a spear.

Upper Paleolithic status burials

At sites like Sungir in Russia and Dolní Věstonice in the Czech Republic, archaeologists have found graves from roughly 34,000 to 28,000 years ago containing thousands of ivory beads, mammoth-tusk ornaments, and coordinated grave goods that would have taken hundreds of hours to produce. The bodies are mostly elderly individuals or disabled children. These burials are the first concrete evidence that human groups were already making collective decisions about who mattered, and expressing those decisions ritually. The mechanism was reputation and kinship, not vote or edict.

Göbekli Tepe raised by pre-agricultural groups

In southeast Turkey, hunter-gatherers somehow coordinated the quarrying, transport, and erection of twenty-ton limestone pillars carved with animal reliefs — starting around 9500 BC, predating agriculture and permanent settlement. No temple, no priest-class, no king. The site was built over 1,500 years by groups returning seasonally. It's the earliest evidence of sustained, intergenerational collective action at a scale that had previously been thought to require a state. The mechanism was shared ritual and oral tradition, not coercion.

Proof that large-scale coordination predates states

Code of Ur-Nammu

The earliest surviving written law code, carved in Sumerian cuneiform around 2100 BC, lists 57 specific offenses with specific penalties — mostly monetary fines rather than physical punishment. It predates Hammurabi by about three centuries. For the first time, the mechanism for settling disputes was written down and standardized rather than improvised at the moment of conflict. It was still imposed from above, but it was no longer arbitrary.

Hammurabi had his 282 laws carved onto a 7.4-foot basalt stele and placed in the public square of Babylon, so that 'the oppressed, who has a case at law, may come before my image, and read my words, and hear my precious words.' The laws themselves were harsh — lex talionis, the original eye-for-an-eye. But the mechanism was revolutionary: written, public, and claimed to apply equally regardless of the accuser's rank. The king still dictated them, but citizens could now cite them back at the king.
